Mr. S. C. “Chief” Ebell is the Chief of Staff for Joint Force Headquarters-Department of Defense Information Network (JFHQ-DODIN). In this role, he supports the Commander through executive leadership in synchronizing and optimizing strategies, policies, plans, programs, operations, budgets, governance structures, and staff integration to fulfill the command’s global command and control mission for ensuring a unified force approach to DoD network operations, cyber security actions, and defensive operations on the DoDIN.
Prior to joining JFHQ-DODIN, Mr. Ebell served more than 20 years in the U.S. Army in a variety of command and staff positions in combat, contingency, and peacetime environments. Afterwards, upon appointment to civil service, he worked in numerous executive leadership positions with the U.S. Army, U.S. Marine Corps, U.S. Navy, and Office of the Secretary of Defense in the cyber, land, air, and sea domains throughout Asia, Europe, and the United States. Additionally, Mr. Ebell voluntarily served as the Federal Executive Board Pacific Region Chairman providing strategic leadership to optimize the efforts of 125 Federal organizations that delivered government services to 13 million people. He also served on the Hurricane Relief Fund Board of Directors.
Mr. Ebell earned a Bachelor of Science degree with honors from Liberty University. He is a graduate of various professional programs from the National Defense University, Federal Executive Institute, Army War College, George Washington University, Army Management Staff College, Naval Postgraduate School, Defense Security Cooperation University, and the Joint Forces Staff College.
Mr. Ebell’s awards and decorations include an Army Superior Civilian Service Award, two Defense Meritorious Civilian Service Awards, two Army Meritorious Civilian Service Awards, a Navy Meritorious Civilian Service Award, two Army Civilian Service Commendation Medals, an Army Meritorious Service Medal, seven Army Commendation Medals, seven Army Achievement Medals, a National Defense Service Medal, an Armed Forces Expeditionary Medal, a Southwest Asia Service Medal with three Bronze Campaign Stars, a Global War on Terrorism Service Medal, a Korea Defense Service Medal, and a North Atlantic Treaty Organization Medal.
